Notice of the Ministry of Finance on Issuing the Budget for the Second Batch of Air Pollution Prevention and Control Funds for 2024 (Caizihuan [2024] No. 66)

Regarding the finance departments (bureaus) of provinces, autonomous regions, and municipalities directly under the central government, and the finance bureau of Xinjiang Production and Construction Corps:

To support the prevention and control of air pollution and promote the improvement of air quality, we hereby issue the 2024 air pollution prevention and control funds for your province (autonomous region, municipality directly under the central government, Xinjiang Production and Construction Corps, hereinafter referred to as the province) to support the implementation of pollution reduction and carbon reduction work. The relevant matters are notified as follows:

1、 The amount arranged by each province is shown in Annex 1. The project expenditure is listed under the 2024 government revenue and expenditure classification account "211 Energy Conservation and Environmental Protection Expenditure", with project code: 10000014Z145060020001.

2、 Each province should comply with the Ministry of Finance's regulations on amendments

3、 To further strengthen budget performance management, please organize performance monitoring and evaluation in accordance with the requirements of the "Opinions of the Central Committee of the Communist Party of China and the State Council on the Comprehensive Implementation of Budget Performance Management", and compare it with the performance targets issued. At the same time, timely decompose your provincial performance goals, and copy the relevant regulatory bureaus of the Ministry of Finance when decomposing and issuing performance goals. When the central government allocates funds, appropriate deductions have been made for transfer payments based on the reserve situation of projects in various regions, performance evaluation results, audit and supervision inspection results, budget execution rate, and fund decomposition distribution. Please follow the practices of the central government when allocating funds, strengthen the application of performance evaluation results, highlight rewards for excellence and punishments for inferiority, and effectively improve the efficiency of fiscal funds.
